What should we do if we have received notice for default for "Statement of Account & Solvency (Form 8)" and "Annual Return (Form 11) for our LLP in India?

There is 'almost' no financial transaction in the bank account of the LLP. We never actually started a business. Opened the account with 25,500 INR and withdraw the same amount through cheque after some days.The bank account is zero balance since then.It's been 3 years since we last even thought about the LLP.We want to close the LLP as none of the Designated Partners/Partners are interested in continuing the same.What does this mean and what should we do?
